On May 13, 1948, Rudi receives a hollow and secret telegram to photographers on 30 Allenby St., with a personal invitation to the State of Israel proclamation at the Tel Aviv Museum Building at 16 Rothschild Boulevard in Tel Aviv the following day.
Rudi was among the few photographers allowed to enter the hall and document the historic event, and this image became the most recognized image of the Declaration of Independence.
